Duterte has come under fierce criticism from human rights groups for overseeing a violent drug war complete with extrajudicial killings.

The shift remakes the United States' approach to the world, putting more of a focus on trade and the economy while lessening the emphasis on issues like human rights and regional conflicts.

Human Rights Watch said that even children are being targeted and described the issue as a "new level of depravity".
