The Paris agreement was struck in 2015 under former President Barack Obama and brought almost 200 countries on board to combat greenhouse gas emissions.

Syria was the last United Nations member state not to have signed the accord after Nicaragua did so last month.

U.S. President Donald Trump announced in June his intention to withdraw from the Paris pact, calling it a "bad deal" and saying it "fails to live up to our environmental ideals".

"We need everybody on board", Ronald Jumeau, of the Seychelles, told Reuters. "There has been no change in the United States' position on the Paris agreement", explained White House spokeswoman Lindsay Walters in CNN's report.

During his speech, the head of state considered that participation in the mechanism was the last example of how before his administration Washington entered into treaties that put the United States at a disadvantage and favored other territories.
