They're expected to hold bilateral talks at the APEC summit in Da Nang, Vietnam later this week after forming a special connection in their first skype conversation.

New Zealand first said it would take 150 of the asylum seekers in 2013, but the offer has been repeatedly rejected by Australia, the BBC reported.

Ms Ardern insisted the offer remained "firmly on the table" but said she understood Mr Turnbull's reasoning.

"We, of course, do not have the circumstances that Australia is operating under, we can also not ignore the human face of what Australia is dealing with as well".

"The agreement with the USA would lead to a substantial number of refugees being resettled", she said.

Just as you can't choose your family, Turnbull has precious little say over who gets elected on the other side of the ditch.

"What we are seeking to do is ensure there are opportunities for resettlement for the people on Manus Island and Nauru", he said.

The group says they are afraid of being attacked by locals if they leave.

"We should give consideration to what New Zealand is offering", former immigration minister Kevin Andrews told Sky News on Sunday.

Opposition Leader Bill Shorten believes the federal government should accept the offer.

More than 600 refugees have barricaded themselves on Manus Island.

The last food packs were distributed on Sunday.

Jacinda Ardern was also expected to seek backing from Australia to renegotiate part of the Trans-Pacific Partnership to remove investor-state dispute settlement clauses, which allow foreign investors to sue governments.
