The Justice Department also found Chicago, New Orleans, New York City and Cook County, Illinois, to be in violation.

A federal judge last month granted Chicago Mayor Rahm Emanuel a preliminary injunction preventing the Justice Department from applying new rules to grant recipients.

Mayor James Kenney and City Solicitor Sozi Pedro Tulante have commented on a Department of Justice's (DOJ) letter addressing Philadelphia's certification of compliance to immigration laws.

DOJ in its recent announcement also determined that Milwaukee County, Wisc., Clark County, Nev., Miami-Dade County, Fla., and the state of CT are in compliance with Federal law and are not guilty of sanctuary cities violations.

Attorney General Jeff Sessions said in a written statement that sanctuary cities "adopt the view that the protection of criminal aliens is more important than the protection of law-abiding citizens and of the rule of law".

The letter covers fiscal year 2016 grants, not the fiscal year 2017 grants now tied up in court because of new conditions the Trump administration connected to the Edward Byrne Memorial Justice Assistance Grant.

Philadelphia police policy forbids officers from asking about anyone's immigration status; city officials have said that when officers inadvertently learn about someone's immigration status, that information will make it into a police report only when that person is suspected of a crime. The Trump administration and other critics advocating an immigration crackdown - including Louisiana Attorney General Jeff Landry - have railed against so-called sanctuary cities, contending their policies make it harder for federal authorities to deport potentially risky criminals in the country illegally.

Wednesday's letter demanded that the city certify that police officers aren't prohibited from contacting federal immigration authorities to ask about an individual's immigration status.

Mayor Jim Kenney is not budging from his position that Philadelphia will remain a sanctuary city, despite warnings from the Department of Justice. President Trump has warned leaders of all sanctuary cities that they risk losing federal funds for fighting crime if they don't comply.

Gov. Dannel P. Malloy has maintained CT is in compliance with all federal immigration law, but he has reminded state and local police that they have no obligation to act as enforcers of immigration law, which is a federal matter. Eddie Johnson and Cook County Board President Toni Preckwinkle, dated October 11, comes as Attorney General Jeff Sessions is appealing a September order by a federal judge - in a case filed by the city of Chicago - blocking the Trump administration's efforts to keep fiscal year 2017 grant money from sanctuary cities.
