Google gets green light to provide cell service in Puerto Rico using balloons

When it hit, it was almost a category 5 storm, and pummeled the island with gusts and rains for more than 30 hours. The island, home to almost 3.5 million people, remains crippled by the Category 4 storm that struck last month, which disabled more than 90 percent of Puerto Rico's cell towers and left its communications infrastructure in shambles.

Freelance journalist Mark Harris spotted that Project Loon was granted permission earlier today by the FCC to provide the coverage to Puerto Rico. The X innovations team that runs Project Loon, which was spun out of Google, now needs to finalize a telecomms firm to partner with. According to the FCC, a full 83% of cellular sites remain dark in Puerto Rico.

Project Loon sends balloons intro the stratosphere - twice as high as commercial airliners - where they are self-powered by solar panels.

For those of you who are unfamiliar with Project Loon, it's essentially a balloon-delivered wireless service project that's part of X, Alphabet's semi-secret research and development facility. Each balloon can serve nearly 2,000 square miles, and according to reports, that should be enough for service all over the island and perhaps portions of the U.S. Virgin Islands.

Separately, Puerto Rico Governor Ricardo Rossello said in a Twitter posting late on Friday that he had a "great initial conversation with @elonmusk tonight".

"This is the first time that balloon powered internet has connected tens of thousands of people", Alastair Westgarth, head of Project Loon, wrote on the project's blog.

However, restoring communications to Puerto Rico may be more challenging.

The FCC's Mr. Pai has taken several other steps to address hurricane-related damage, including providing up to some $77 million in federal Universal Service Fund money to restore services in Puerto Rico and the U.S. Virgin Islands.
