Here are some agencies that are helping in the recovery effort in Puerto Rico.

Mario Torres, who lives in the former Air Force base in the coastal town of Aguadilla, Puerto Rico, said the country was on the brink of disaster.

Following the devastating Hurricane Maria, Puerto Rico continues to struggle without power, water, and transportation off the island.

President Donald Trump responded to Cruz's rebuke, saying the mayor "has now been told by the Democrats that you must be nasty to Trump".

He also claimed "the Mayor of San Juan, and others in Puerto Rico" had demonstrated "poor leadership ability".

Trump said, "All appropriate parts of our government from Homeland Security to Defense are engaged fully in the response and the recovery effort probably has never been seen for something like this".

Trump says in tweets that the federal government has done "a great job with the nearly impossible situation".

"If anybody out there is listening to us, we are dying, and you are killing us with the inefficiency". But, he said, his administration's first responders are "amazing".

"I recognize the good heart that the FEMA people have, and they want to help", she said.

Mr. Trump fired off a series of tweets criticizing San Juan mayor Carmen Yulin Cruz for criticizing his administration's hurricane response.

"If Congress doesn't take action with a significant package, then we are looking at a possible humanitarian crisis", he said.
