The bill now goes to the State Senate, which is expected to vote on the measure late Friday or early Saturday.

The bill forbids local and state law enforcement officers from carrying out practices such as asking about someone's immigration status, handing a person over to federal immigration authorities if there's no warrant or establishment of probable cause and disclosing personal information about someone if it isn't already public information, according to the most recent bill analysis.

The legislature also passed a package of bills aimed at increasing the availability of affordable housing in the notoriously expensive state, and approved a plan for spending $1.5 billion in income from the state's cap-and-trade air quality program, which raises money by selling businesses limited rights to emit pollutants.

The California Values Act would not necessarily make California the country's first "sanctuary state". Jerry Brown worked with lawmakers to scale back parts of the legislation, which would have previously forbade federal immigration officers from questioning inmates in county jails.

Senator Kevin De León (D-Los Angeles) said the amendments added to the bill this week were reasonable and would not change the overall mission of the bill to protect hard-working families. But it now allows local police to respond to notification requests and transfers immigrants to U.S. Immigrations and Customs Enforcement if the individual has committed one of the more than 800 crimes outlined in The Trust Act.

The Republican minority in the Legislature opposed the bill.

In an emotional debate that brought lawmakers on both sides to tears, supporters said the law is needed now more than ever.

The bill does allow California police officers to communicate with federal agents about those convicted of hundreds of felonies within the past 15 years.

"It's a purposeful positioning", said political analyst Sherry Bebitch Jeffe, a senior fellow at the University of Southern California.

A federal judge in Chicago ruled Friday that Attorney General Jeff Sessions can not follow through with his threat to withhold public safety grant money to so-called sanctuary cities for refusing his order to impose tough immigration policies.
