Saturday's statement is the first occasion in weeks where New Delhi has referred to the civilian casualties in Myanmar's fight against Rohingya insurgents over the last few weeks after security forces escalated the operations against them and "the outflow of refugees".

An estimated 270,000 Rohingya refugees have fled Myanmar in the past two weeks and sought refuge in Bangladesh, where two existing refugee camps are "bursting at the seams", the United Nations refugee agency UNHCR said on Friday. Before the crisis erupted, between 300,000 and 500,000 Rohingyas have been living in Bangladesh, out of whom only 32,000 enjoyed refugee status. They tell stories of the indiscriminate killing of civilians.

As Deutsche Welle reports , "Only 24,000. refugees from Greece and Italy have been transferred to other states". Slovakia said that it accepted the top court decision but it was still against the refugee scheme.

Guterres proposed that the Myanmar government tackle the root causes of the violence by giving the Royhingya "either nationality or, at least for now, a legal status that will allow them to have a normal life, including freedom of movement and access to labor markets, education and health services".

The unrest has brought waves of worldwide criticism of Ms Suu Kyi, a Nobel Peace Prize victor, for not speaking out for a minority that has long complained of persecution.

The petition launched at change.org has already been signed by 375,974 supporters. When she finally broke her silence this week, she simply blamed "terrorists" for "a huge iceberg of misinformation" on the situation in Rakhine.
