Meeting late on Tuesday in NY, the council called the launch "outrageous", demanding North Korea cease all missile testing.

But the US Defence Secretary, James Mattis, insisted on Wednesday that there was still room for diplomacy.

"The North's intention was to push the boundaries of its military presence farther from the Korean Peninsula and Japan and into the wider Pacific, and they practically drew the line at Guam with their missile threat", he said.

The US must make it clear that it will deploy a decisively destructive nuclear option to strike North Korea - one capable of effectively destroying the country. But, on Thursday, Mattis stressed that there was "nothing contradictory there" and said reports have "widely misinterpreted" his comments.

In another joint declaration, the two countries said they will work with others in the global community to further strengthen pressure against the Democratic People's Republic of Korea (DPRK) after the DPRK's recent ballistic missile launch.

Speaking ahead of a meeting at the Pentagon with his South Korean counterpart, Song Young-moo, Mr Mattis said, "We are never out of diplomatic solutions". Still, it's unclear whether the North will ever act on its threat to fire missiles at the "advanced base of invasion".

North Korea has been maintaining a torrid pace in weapons tests this year as it openly pursues an arsenal of nuclear-armed, intercontinental ballistic missiles capable of reaching deep into the US mainland.

The escalation in tensions between the two sides brought expressions of worry from other countries in the region.

China, North Korea's only major ally, has been calling for a "dual suspension" in which the North stops its nuclear and missile tests and Washington and Seoul halt their military exercises to lower tensions and lead to talks. In a phone call with Tillerson, Lavrov "underscored... the need to refrain from any military steps that could have unpredictable consequences", the foreign ministry in Moscow said.

Before Tuesday's launch, it appeared North Korea was backing away from its threat to fire missiles toward Guam. "I think if the person was talking about attacking the Hainan Island in China or talking about attacking Kamchatka Peninsula in Russian Federation, they might look at it a little differently", he said.

"On a visit to Japan on Thursday, British Prime Minister Theresa May said London and Tokyo would work together to pressure North Korea "including by increasing the pace of sanctions" against Pyongyang".
