The president was making an annual speech to commemorate the 72nd anniversary of the nation's liberation from Japanese military rule that began in 1910 and ended in 1945.

The event, marking Moon's first 100 days in office, is also scheduled to be nationally televised.

Military officials in the allied forces believe that any threat by the North should be deemed as a possible attack since the communist country has been amassing and testing nuclear missiles.

Describing the Democratic People's Republic of Korea's nuclear and missile programs as the biggest challenge, Moon said South Korea should play a leading role in the peninsula issue. But the North seemingly paid no attention to the UN's repeated warnings.

Trump had promised to seek negotiations and approval from South Korea before taking any options regarding North Korea, Moon also said.

Meanwhile, South Korean President Moon called Monday for a peaceful solution to the nuclear standoff, saying "there must not be another war on the Korean Peninsula", according to her office.

Choi Dong-Sam, from Busan at the southern tip of the Korean Peninsula, said North Korea would bear ultimate responsibility for any conflict that breaks out.

North Korea this week has detailed its plan to test-launch ballistic missiles into waters near the U.S. Pacific territory. Steve Bannon, the White House's chief strategist, told The American Prospect that there was no military solution to Pyongyang's nuclear threat.

But Moon said: "I will prevent war at all cost".

"To me, the economic war with China is everything".

"Any military action taken on the Korean peninsula would be in consultation with our allies", General Joseph Dunford, chairman of the Joint Chiefs of Staff, told reporters in Beijing on Thursday.

"China believes that dialogue and consultations are the only effective avenue to resolve the peninsula issue, and that military means can not become an option", China's Defence Ministry cited Fan as saying.

"Trump is showing his resolution to pressure Pyongyang".

"Dialogue between South and North Korea should be resumed, but we don't need to hurry up on that", he said. This might be hard as the United States and South Korea prepare for their military drills next week. President Moon even said he'll consider sending a special envoy to North Korea if the North stops provocations.

North Korean media reported on Tuesday that Kim had delayed the decision on firing four missiles towards Guam, a United States territory home to a vital air base and Navy facility, while he waited to see what the U.S. did next. But his efforts have been stalled by North Korean leader Kim Jong Un's recent face-off with Trump. "The alternative would have been both catastrophic and unacceptable!"
