While Pyongyang said it would test fire its missiles towards Guam in the western Pacific Ocean.

US Secretary of State Rex Tillerson said on Tuesday that Washington remains "interested" in engaging in dialogue with North Korea, but he warned that this depends on whether that country's leader, Kim Jong-un, will create the conditions for that to occur.

"If you don't decide before you enter negotiations what you want from negotiations, all you are doing is negotiating for more negotiations while your opponent is negotiating for more time in pursuit of a concrete goal".

President Moon has so far been frustrated in his efforts to both increase engagement with Pyongyang and support strong US -led sanctions and military deterrence.

North Korea has persisted with its nuclear and missile programs to ward off United States hostility, in defiance of UN Security Council resolutions and sanctions.

The U.S. and South Korean militaries next week are set to start their annual fall exercises, in which they practice responding to a North Korean invasion or the collapse of the regime in Pyongyang.

"If the planned fire of power demonstration is carried out as the United States is going more reckless, it will be the most delightful historic moment when the Hwasong artillerymen will wring the windpipes of the Yankees and point daggers at their necks", the report said. -South Korean military drills that are scheduled to begin next week.

Mattis and Tillerson underlined that the United States aims "to achieve the complete, verifiable and irreversible denuclearization of the Korean Peninsula and a dismantling of the regime's ballistic-missile programs".

Trump spoke to Japanese Prime Minister Shinzo Abe late Monday to discuss North Korea.

"Through a firm partnership between Japan and the USA and cooperating with China, Russia and the global community, we agreed that our priority was to work to ensure that North Korea doesn't launch more missiles", Abe told reporter after he spoke to Trump.

Tension on the Korean peninsula eased slightly on Monday as South Korea's president said resolving North Korea's nuclear ambitions must be done peacefully and US officials played down the risk of an imminent war.

Guam is home to two United States military bases and is known as the "tip of the spear" when it comes to U.S. forces in the Pacific Ocean.
