MI officials charged in Flint Legionnaires' outbreak

- Two high-ranking MI health officials have been arraigned on charges related to the Flint water crisis.

In addition to the involuntary manslaughter charges, Schuette also charged Lyon with Misconduct in Office, a felony, subject to 5 years in prison and/or a $10,000 fine. She was the department's Chief Medical Officer. They are connected to the Legionnaires' disease death of 85-year-old Robert Skidmore of Mt. Morris. "And a very serious charge", said Schuette.

They are: Darnell Earley, who was Flint's emergency manager when the city used the Flint River; Howard Croft, who ran Flint's public works department; Liane Shekter Smith; and Stephen Busch.

Municipal officials have been charged elsewhere with violating federal clean-water law through deliberate acts such as falsifying test results or tampering with monitoring equipment, said Steve Solow, former chief of the U.S. Department of Justice's environmental crimes section.

Ruth Carter with the attorney general's office said her office on Monday will provide a list of people to both attorneys to let them know which individuals Lyon and Wells can't contact during the case.

RICK SNYDER: Nick Lyon and Dr. Wells have been and continue to be fully committed to Flint's recovery. That caused lead contamination of the water. He's accused of failing to alert the public of a Legionnaires' disease outbreak.

"We think the river water is what caused it, not McLaren Hospital", Leyton said.

He's also charged with a count of misconduct in office for "intentionally withholding information about the outbreak from Governor Rick Snyder contrary to" his duties, as well as "directing a health official to discontinue an analysis that would aid in determining the source of the Legionnaires' disease outbreak and save lives", court papers say.

London firefighters are tackling large flames after a building near Latimer Road caught fire, according to the BBC . More than 200 people live in the tower but it was not clear how many people were still inside.

Nick Lyon, 48, is accused of failing to alert the majority-black population about an outbreak of Legionnaires' disease in the Flint area, which has been linked by some experts to poor water quality in 2014-15.

Flint began using water from the Flint River while under state emergency management, but did not treat it to reduce corrosion. During the course of the investigation of the Flint Water Crisis, it is alleged that Wells attempted to withhold funding for programs created to help the victims of the crisis, and then lied to an investigator about material facts related to the investigation. Shekter Smith was sacked previous year and Busch is on paid leave.

"I know a question I will get today is: 'Why aren't you charging Gov. Snyder?' I've met with people, angry, frustrated, demanding that I charge", the attorney general said. People can get sick if they inhale mist or vapor, typically from cooling systems. 12 people died from the illness. "This is a tough case for the attorney general". During his terms as Emergency Manager, Earley contributed to the decisions that allegedly caused the death of Robert Skidmore by keeping the City on the water source even as it became obvious the source should be switched back to Detroit Water & Sewer. He died at home six months later.

It wasn't until January 13, 2016 that DHHS finally notified the public about the outbreak.

His grandfather would bemoan "how Flint changed for the worst from when he was growing up and raising his family", Craig Skidmore told The Associated Press.

February 17: The Michigan Civil Rights Commission issues a report that finds "systemic racism" going back decades is at the core of problems that caused the water crisis in the majority black city of Flint.

With more than a dozen people now having been charged, and pre-trial hearings and other legal proceedings occurring, Schuette released the initial results of the more than yearlong investigation.
