Police hunting the network behind Manchester suicide bomber Salman Abedi said they made "significant" arrests and seized items they believe are "very important" in raids linked to the investigation.

The bomb used in the attack appeared to contain carefully packed shrapnel and have a powerful, high velocity charge, according to leaked photographs from the investigation published by the New York Times.

Salman Abedi, the British-born man who killed 22 people at a concert on Monday (May 22) in the worst terror attack in Britain since 2005, was born to Libyan emigre parents and grew up in a devoutly Muslim family in Manchester, family friends and neighbours say.

Rudd described the leaks as irritating and said she had made it clear to the US that it should not happen again.

But members of the Libyan immigrant community reported to local authorities that they feared Salman was turning increasingly radical, two friends of the family said.

The changing of the guard ceremony at Buckingham Palace was cancelled yesterday so police officers can be re-deployed, Britain's defence ministry said.

Investigators were also assessing whether Salman Abedi, the suspected bomber in the attack Monday on a pop concert in Manchester, may have been connected to known militants in the northern English city.

"We greatly value the important relationships we have with our trusted intelligence, law enforcement and security partners around the world", the National Counter Terrorism Policing office said in a statement on Wednesday evening.

Manchester's mayor, Andy Burnham, told the BBC he had raised concerns about the leaks with the USA ambassador, while Labour lawmaker Yvette Cooper said she was "very troubled" by those occurring in the middle of an investigation where public safety may be at risk.

In a Facebook post, the Special Deterrence Forces, which operates out of a former United States military base, said that Hashem had been an ISIS member, had been involved with the Manchester plot, and was en route to withdrawing 4,500 Libyan dinars (about US$560) sent by Salman when he was arrested Tuesday night by the militia.

Trump's remarks were his latest salvo against Iran since starting his first foreign trip after taking office. The Sunni kingdom and Shiite power Iran haven't had diplomatic relations since early 2016.

His uncle was detained yesterday in Manchester, while there are conflicting reports that the killer's mother is also in police custody.

One of those arrested was the bomber's older brother, 23-year-old Ismail Abedi.

The Manchester bombing raised concern across Europe.

The Greater Manchester Health and Social Care Partnership said on Wednesday that as many as 119 people had been injured in the attack, 64 of whom remain hospitalised, 20 of them critically.

Britain's political parties meanwhile agreed to resume campaigning on Friday after a three-day break, as authorities warned that another attack is imminent. An initial deployment of 984 had been ordered, first in London and then elsewhere. "She loved all music whether it was listening to Ariana or playing the bagpipes with her pipe band", it said.

The bombing came just over two weeks before a snap general election set for June 8. The US singer had been scheduled to perform two shows at London's O2 arena this week.

A national minute's silence was to be observed at 11:00am (1000 GMT) for those killed and the dozens seriously wounded.

Greater Manchester Police said they were now confident they knew the identity of all the people who lost their lives and had made contact with all the families.

The attack killed 22 people, all of whom have now been identified by police but their names will be released during the course of this week after formal identifications are complete.
