Mr. Trump's rhetoric on trade is often more aligned with the stances of Democratic lawmakers, many of whom are skeptical of US trade agreements, but presidents have relied mostly on Republican votes to pass trade deals in Congress.

President Donald Trump had been tossing around the idea of exiting the North America Free Trade Agreement before deciding to re-think and re-negotiate.

President Trump appears to be serious about changing the terms of USA trade deals, having recently drawn up an executive order to withdraw from the North American Free Trade Agreement (NAFTA) to show that he means business about renegotiating the deal. He says Mexico is ready to enter "a serious negotiation" with the United States.

In Washington, Ross declined to predict the exact timing of the notification, saying that there were more consultations with Congress needed first.

Freshly confirmed U.S. Trade Representative Robert Lighthizer and Commerce Secretary Wilbur Ross are traveling to Capitol Hill on Tuesday afternoon to start talks with key lawmakers about the Trump administration's intentions to sit down with Canada and Mexico and reopen NAFTA.

Guajardo also said that a dispute over sugar with the United States could be resolved within two weeks, before a June 5 deadline to break the impasse.

Derek Gianino, director of global policy at the U.S. Chamber of Commerce in Washington D.C., said the chamber and other business leaders jumped into action when they heard about it.

Any deal, however, would need agreement from the US sugar producers who brought an anti-dumping case against Mexican competitors.
