The United States is ready to start dialogue with the leadership of North Korea, but not until Pyongyang stops missile launches and halts its nuclear program, US Ambassador to the United Nations Nikki Haley said on Tuesday.

"I want to confirm that we are categorically against the expansion of the club of nuclear powers, including with the Korean Peninsula and North Korea,"CNN quoted Putin, as saying, adding that any such move would be "harmful and dangerous".

Addressing reporters after the meeting, the council president, Uruguay's Ambassador Elbio Rosselli, said that "clearly sanctions are a way to go" but stressed support for diplomacy to engage with Pyongyang.

"If you are a country that is supplying or supporting North Korea, we will call you out on it".

In a statement, the 15-member Council demanded that Pyongyang conduct no further such tests.

The United States has been discussing possible new U.N. sanctions with China since North Korea's previous missile test about two weeks ago.

Diplomats said that an oil embargo, expanded trade bans and sanctioning more individuals and companies would be among the measures that the Council considered.

Asked whether North Korea's missile programme was developing faster than expected, he said: "Yes".

Americans "always have to be concerned" about the prospect of a thermonuclear war with North Korea, Donald Trump has said. North Korea's goal appears to be to impress the world with its nuclear prowess and pressure Washington into direct talks.

The UNSC and Secretary-General Antonio Guterres on Monday both slammed the missile launches conducted by North Korea.

While in Tokyo, Harris met Japan's Prime Minister Shinzo Abe, Foreign Minister Fumio Kishida and Defense Minister Tomomi Inada for talks that focused primarily on North Korea's missile and nuclear programs.

Haley noted that this weekend's missile came within 60 miles of Russia's border and said Russian Federation is "all wrong".

The missile travelled some 700km (435 miles), reaching an altitude of 2,000km and landing in the sea west of Japan.

"Combining nuclear warheads with ballistic technology in the hands of a volatile leader like Kim Jong-un is a recipe for a disaster", Harris said. The UN Security Council has unanimously condemned North Korea's latest missile test and warned of new sanctions, BBC reports.

"We're not trying to do any of those things", she said.

"The conversations that I have had.in dealing with Beijing is that if (North Korea) did something else and if it looked to be long-range, which this does, and if it looks like it is proactively leaning toward an ICBM, which it does, then we would take action", Haley said.
