The car's driver has been interviewed and investigators have consulted with Maryland prosecutors about possible charges, police said.

"Preliminary, it appears the bus did overturn at least once, possibly several times", said Maryland State Police spokesperson Greg Shipley. A bus filled with Philadelphia police personnel was in a caravan and stopped to offer assistance when the crash occurred.

There were 26 students, two staff members, one parent chaperone and one driver, according to a press release from the District.

One woman was flown to the University of Maryland Medical Center's trauma center in Baltimore, but was still being triaged, the University of Maryland Medical System said in a statement.

Maryland State Police said one child and one adult were flown to hospitals by helicopter, and others were transported by ambulances to five different area hospitals.
