Representative Fred Upton of MI, who chaired the House Energy and Commerce Committee as the health care law repeal movement built steam, declared on a radio show, "I can not support the bill with this provision in it", just as House Speaker Paul Ryan was insisting the legislation would protect the sick.

The revised bill's effects on those figures, if any, are unknown. The president said "Pre-existing conditions are in the bill".

"I think it's just so complicated, and people wanted to get it done real quickly - it's OK to want to do that - but it's just a complicated issue".

How did Obamacare change how preexisting conditions are handled?

He needed surgery to fix two discs in his back, and the law's prohibition on insurance companies discriminating against people with pre-existing conditions is what allowed him to find a new insurer to pay for the procedure. It won over the House Freedom Caucus last week, in part by giving states the ability to seek waivers from the law's "essential health benefits", such as maternity, mental health and emergency care, and from rules that generally mandate the same rates for people of the same age, regardless of their medical conditions. While states could apply for waivers that would allow them to opt out of protections for pre-existing conditions, people's premiums wouldn't be touched if they maintained continuous coverage, he said. He says he's told them he won't pull the United States from the North American Free Trade Agreement now, but could do so if he decides a renegotiated agreement isn't "a fair deal for all".

Many members of Congress have promised constituents they will protect people with pre-existing conditions.

Nothing in the amendment requires states to certify that health plans available through the high-risk pools would be affordable.

During a speech in Louisville last month, Paul said the previous version bill didn't go far enough and that he hoped for a replacement that leaves no one in the individual market.

Rep. Mark Sanford (R-SC) on Tuesday admitted that the Republican's eight year-long pledge to fully "repeal and replace Obamacare" was "a pipe dream from the very start".

Pence touted the Trump plan as "one of the largest tax cuts in American history".

House Majority Whip Steve Scalise said the conference is working hard to ease hesitant members' concerns on the bill.

Ten major patient advocacy groups said they opposed the reworked healthcare bill, including the American Heart Association and American Diabetes Association.

Those concerns are backed by campaign funding. None of the 23 Republicans is vocally in favor of the bill. Health care ranked ahead of lawyers, labor and agribusiness.

"Too many Americans are going to be without coverage", Dent told MSNBC, adding that the plan could make things even worse for vulnerable Americans. Before what Cullen calls Obamacare, uninsured people would put off medical attention until problems could no longer be ignored.

"If I can see them in the clinic and treat something early, it's really cheap", Cullen said.
