About 50 people gathered at the governor's formal office Thursday to witness him affixing his signature to House File 517, a wide-ranging bill that included a controversial "stand your ground" provision that states a law-abiding citizen does not have a duty to retreat in a public place before using deadly force when confronted with danger to life or property.

The legislation was proposed by Secretary of State Paul Pate, who said during a hearing on March 6 it was meant to "modernize elections technology, streamline the system, and secure integrity by preventing the potential for fraud or human error".

Fourth Amendment protections in regards to "going armed with intent" - HF 517 clarifies that the intent element for the crime of "going armed with a risky weapon with intent to use it without justification", a Class D felony under state law, can not be presumed or inferred from the mere carrying or concealment of a firearm on or about the person or in a vehicle. They say it will lead to racial tensions and increase gun violence.

It now heads to Republican Gov. Terry Branstad, who has indicated he supports requiring ID to vote. Chris Cox, executive director of the NRA's lobbying arm, said, "It is a great day for freedom".
