The Dubai-based Gulf News website reported that Civil Defence and Dubai Police rescued three workers who were trapped in the fire that broke out at the partially constructed building.

According to the sources, the fire erupted arund 6:30 am in a building near the Burj Khalifa mall.

Media Office also confirmed no injuries were reported in lieu of the blaze.

However, some Dubai buildings instead use quick-burning tiles, without any breaks to stop or slow a fire.

The site is near to the 63-story The Address Downtown Dubai tower that was heavily damaged in a fire on New Year's Eve on 2015. The developer declined to immediately comment.

"It was plumes and plumes of black smoke. It looks like it was quite low down", said witness Anthea Ayache.

Ambulances and fire fighting crews are being sent by the Dubai government to control the situation.

She said firefighters responded quickly and many construction workers were nearby watching the fire from a safe distance.

Dramatic skyscraper blazes are a growing problem in Dubai and other rapidly developing parts of the United Arab Emirates. Authorities say they've changed fire safety rules in the sheikhdom to address the danger, but have offered few details.
