Senate GOP needs Pence to break tie on family planning funds

Republicans lack enough votes in the Senate to break a Democratic filibuster, meaning any spending measure to fund the government must be able to garner bipartisan support. That bill was pulled before being allowed to come to a vote on the House floor.

In recent years states such as Texas have kept some healthcare providers from receiving the grants as part of the country's longstanding fight over abortion. And that's despite a federal ban that already prevents the entity from using taxpayer dollars to fund abortion, except in a few rare cases.

"While Trumpcare was dealt a significant blow last week, it is clear that the awful ideas that underpin it live on with Republicans in Congress", said Sen.

"Republicans didn't listen to us".

The rule said that a state can not deny funding to clinics for reasons unrelated to their ability to provide basic family planning services.

Senator Mitch McConnell, the Republican Leader, said that the HHS regulation "is an unnecessary restriction on states that know their residents own needs a lot better than the Federal Government". There are 52 Republicans in the Senate.

Former Vice President Joe Biden, who served under President Barack Obama for eight years, never cast a tie-breaking vote. Most of the money is for providing services like contraceptives, family planning counseling, breast and cervical cancer screening and sexually transmitted disease prevention.

Most recipients are women, and two-thirds have incomes at or below the federal poverty level, around $12,000 for an individual.

The rule had been finalized in December by the Department of Health and Human Services.

Maybe if they took the time to actually read about Planned Parenthood, opponents might realize how much good the organization does to help women get quality health care.

Planned Parenthood released a statement, to the New York Daily News, saying, "Mike Pence went from yesterday's forum on empowering women to today leading a group of male politicians in a vote to take away access to birth control and cancer screenings".

Timothy Head, executive director of the conservative Faith & Freedom Coalition, hailed lawmakers for taking "the first step to stopping taxpayer subsidizing of the largest abortion provider" in the country.

The U.S. Congress voted 230-188 in February to overturn the HHS rule under the Congressional Review Act (CRA), which allows the House to reverse agency regulations within 60 legislative days.

Since inauguration, both houses of Congress have voted to annul thirteen Obama era regulations.

But on Thursday, the U.S. Senate corrected that action on a 51-50 vote.

He previously broke a tie on the nomination of Betsy DeVos to be education secretary.
