This week's checks are for the first 254 tax filers who filed their 2016 income tax returns by January 10, and whose forms didn't have any issues, said governor's spokeswoman Oyaol Ngirairikl.

All in, the IRS says it could owe up to $1 billion in total refunds for the 2013 tax year.

IRS urged the taxpayers to file a 2013 tax return to collect the money, no later than this year's tax deadline, Tuesday, April 18.

IRS pointed out that by failing to file a tax return, people stand to lose more than just their refund of taxes withheld or paid during 2013. If you don't file your 2013 tax return by the deadline, Uncle Sam will keep it.

The estimated median potential refund for 2013 is $763, which means half the refunds are more and half less, the IRS said. If you don't, that cash becomes the property of the U.S. Treasury.

Now if you're anxious that filing your 2013 tax return three years late will result in a penalty that wipes out any potential refund and then some, fear not.

The only way you'll find out is by filing. That delay was stipulated by the Protecting Americans from Tax Hikes Act of 2015, in order to allow the IRS more time to weed out fraudulent credit and refund claims.

The IRS estimates almost 30,000 people in North Carolina could be eligible for refunds. They may also be used to offset unpaid child support or past due federal debts such as student loans. The department recently confirmed it banned a few dozen taxpayers from claiming the Earned Income Tax Credit for claiming the tax credit even if they don't qualify.
