Paul, Meadows, and former Freedom Caucus chairman Rep. Jim Jordan emphasized Thursday that after winning multiple elections based on support for Obamacare repeal, Republican legislation should fully rescind the health care law. But that turned out to be pretty unpopular even among Republicans, who naturally wanted to know what they were going to get before Obamacare was dismantled. At one point, senior adviser Jared Kushner reminded his father-in-law that House Republicans are sketching out a different approach to providing access to coverage. Trump, Health and Human Services Secretary Tom Price, and congressional leaders are trying to figure out how to fulfill their pledge of repealing the law, which extended health insurance to about 20 million people, and designing a replacement. Premiums on many health insurance plans have also increased since Obamacare passed, putting a strain on many Americans who were already struggling.
The result could be lower-cost health plans that ideally cover some preventive care, said Stephen Parente, a health economist at the University of Minnesota. In the presentation, preliminary analysis suggests over half the people in some states who don't have heath coverage through their employers might no longer be able to afford it. The Republicans would also gradually replace Medicaid with a program of block grants or per capita payments to the states that would save the federal government billions in the coming years but reduce coverage for lower-income people.
The only legislative proposal on the table at the moment is being crafted by House Republicans and guided by House Speaker Paul Ryan.
On top of the Congressional defections, the group FreedomWorks has announced their opposition to the GOP's repeal and replace plan.
"We're not there yet", McConnell told reporters, hours before Trump was due to address a joint session of Congress.
