Gov. Greg Abbott has made a priority of vilifying and undermining local authority.

The ambitious agenda, which included calls for lawmakers to criminalize the donation of organs of aborted fetuses, increase funding for pre-kindergarten and approve a resolution for a constitutional Convention of the States, is expected to kickstart the legislative session. That will allow reform efforts involving the state's foster care system and Child Protective Services to continue.

"As far as I'm concerned, the only good tax is a dead tax", Abbott said.

Democrats were quick to call out Abbott for missing opportunities, however.

Senator Perry said Travis County officials have no one to blame but themselves.

"While Texas pension plans have the goal of maximizing returns to protect the financial future of our state's retirees, this mission should not come at the expense of our principles", Abbott said in the proposed budget sent Tuesday to the Texas Legislature.

The speech did not offer many specifics about how to pay for the proposals other than the hiring freeze, which Abbott said would last until August and save $200 million. "We want to see the details", he said. The rest of the grant money has now been cancelled by the governor's office.

Rick Levy, secretary-treasurer of the Texas AFL-CIO, said he'd rather have heard Abbott talking about issues that families discuss around the dinner table.

She decided that she couldn't justify the time and expense of prolonging the time in jail of someone whose time in jail is up, and who is not considered a threat to public safety, but is suspected of being in the country illegally.

Abbott said last week he would seek a bill to remove elected officials who do not comply with federal immigration enforcement.

"It allows for departments like mine and others to face liability for things we have no control over", he said.
